We have two new opportunities to join Suffolk County Council (SCC) in the Strategic Transport and Policy team as a Principal Strategic Transport Planner, working from Ipswich.

The Strategic Transport and Policy team is part of Suffolk’s Transport Strategy group within the Growth, Highways and Infrastructure (GHI) Directorate. It is responsible for ensuring transport can support the delivery of inclusive and sustainable growth in Suffolk.

Your role

As the Senior Strategic Transport Planner, you will be an experienced, self-motivated, and strategically minded individual with experience in strategic transport planning or related area of work, with a track record of solving complex and unstructured problems.

You will:

  • work with other teams in the Transport Strategy group and across the directorate to meet the county council’s strategic, economic, environmental, and social aims, supporting Inclusive Growth
  • with the Principal Strategic Transport Planner, develop and deliver Strategic Transport and Policy in Suffolk and provide the context for the county council’s transport activities
  • manage activity that will develop the understanding of best practice and develop these into strategies for Suffolk
  • work with a variety of key stakeholders to help deliver sustainable growth in Suffolk
  • work with other teams in the Transport Strategy group ensuring co-ordination across the team
  • liaise with teams within the GHI and other directorates to ensure a comprehensive and inclusive approach to the development of strategy and policy for transport
  • be part of a supportive, motivated, and diverse team that is well integrated with the wider Transport Strategy group.


Your responsibilities

The role will require close working and liaison with the wider teams within the Transport Strategy group, the Directorate and wider council and partner organisations. You will also be required to work with County Councillors, district, town and parish council representatives.


Key responsibilities

  • work with the Principal Strategic Transport Planner to develop and implement the Suffolk Local Transport Plan
  • support the Strategic Transport and Policy Manager to develop key strategies for Suffolk, to include; Decarbonisation Strategy, Rural Strategy, Behaviour Change, Inclusive Growth and Rail
  • regular assessment of highly complex factors to decide on permanent road alterations. Each location is different and varied, posing ongoing challenges
  • research, maintains awareness and is familiar with new guidance, legislation, procedures to formulate new policies, practices, and solutions. In addition, commenting on emerging government and regional transport issues and investigate and identify funding opportunities to support transport programmes
  • project management schemes, working closely with wider Transport Strategy teams. To monitor budgets, certify claims to enable payments and negotiate compensation events.

You will need:

  • considerable professional experience in a relevant field of transport strategy or planning. With a high-level understanding of relevant policy, design, and procurement methods
  • to be able to demonstrate experience of being creative and innovative in developing solutions to highly complex and wide-ranging problems. To analyse professional, technical and policy guidance as well as investigate and report on industry best practice
  • good social and listening skills and the ability to develop successful relationships across the county council and Suffolk Highways, as well as with representatives of outside organisations
  • to demonstrate good project management skills with experience of managing individual projects and multiple projects simultaneously ranging in value from £100k - £2m
  • political awareness, the role of councillors and the relationship with District and Borough and Parish Councils, and government.

The team

You will be joining a supportive and agile team of nine staff. Within the wider Transport Strategy group there are five integrated teams in Suffolk’s Transport Strategy team that are responsible for; strategy and policy development and delivery; delivery of integrated transport capital schemes; highways development management; delivery of local transport schemes; and road safety and behaviour change.

Within the GHI Directorate, the team has close links with the Environment, Planning and Economic Development teams.
